One nation. Three pillars. Nine tripwires.INTERPRET
Fiscal capacity 0.40 · Economic engine 0.35 · Institutions & demographics 0.25 · Derived from sealed inputs
-
Debt headroom — Federal Debt/GDP at 63.1% sits 1.9 percentage points below the 65% statutory ceiling. Tripwire #1, score 13/100, VOID zone.
-
Fiscal deficit at 3.8% of GDP leaves 1.2 percentage points before the 5% rating-review threshold. Tripwire #2, score 40/100, HOLD zone.
-
Corruption Perception Index at 50/100 sits 20 points below the 70 safe anchor. Tripwire #8, score 43/100, HOLD zone.
Drag the proxies. The engine recomputes the tripwire now values they pressure — Brent drives debt (#1), deficit (#2) and current account (#5); USD/MYR drives deficit (#2) and reserves (#3) — and projects the composite 4 quarters forward as the shock transmits. Sealed anchors never change. This is a sensitivity simulation with stated transmission rules, not a forecast.
How to read this organ
What the sovereign pulse measures
The composite PULSE (0–100) is a weighted blend of three sub-scores — fiscal capacity, economic engine, and institutions & demographics — each calculated from three tripwires measuring distance from a breaking threshold. It does not predict crisis. It measures the gap between current readings and the safe/trip anchors.
How sub-scores are calculated
Each tripwire t has three anchors: now (current reading), trip (breaking threshold), and safe (healthy anchor). The score is distance-to-trip normalized to 0–100. The layer score is the mean of its three tripwire scores. The composite is: PULSE = 0.40·fiscal capacity + 0.35·economic engine + 0.25·institutions & demographics.
Verdict bands
| Score | Verdict | Meaning |
|---|---|---|
| 80–100 | SEAL | Sovereign buffer intact; fiscal + institutional health |
| 60–79 | SABAR | Solvent, structural pressures accumulating |
| 40–59 | HOLD | Fiscal space narrowing; institutional erosion visible |
| <40 | VOID | Sovereign buffer exhausted; technical solvency maintained only by reserves |
Epistemic honesty
Fiscal capacity tripwires (#1–3) are EVIDENCE — grounded in Bank Negara, MoF, and DOSM published data. Economic engine tripwires (#4–6) are MIXED — reported data with interpretation. Institutions & demographics tripwires (#7–9) are INTERPRET — indices requiring judgment. The composite PULSE inherits the weakest tag: INTERPRET.

Cross-link to PETRONAS VITALS
PETRONAS VITALS is the corporate institutional pulse for the company that funds ~20% of federal revenue and whose dividends form the single largest line item in the federal budget. MALAYSIA VITALS is the federal sovereign pulse. The two organs are coupled: PETRONAS fiscal stress flows into Malaysia fiscal capacity (#1–3), and Malaysia institutional decay flows into PETRONAS's institutional layer (#7–9).
28 July 2026 — Institutional Physics Proven. The WEALTH engine completed a stress test of PETRONAS using encoded institutional memory ("cerita orang tua"). It proved that a system degrades long before the balance sheet officially breaks. The engine detected simulative neutral counterparty extraction ($750M USD), governance vulnerability (score 0.59 — INSUFFICIENT, zero independent NEDs), and a cascade into terminal state within 3 periods — all while audited balance sheet ratios remained technically "healthy." The finding: the audited financials are a deck of cards holding up off-balance-sheet weight. Sovereign extraction at 70.5% of PAT, capital recycling at a razor-thin 1.2×, and production decline are consuming the buffer that the gearing ratio says is still there. This is not a prediction of collapse. It is an Institutional Behavioral Sink — the slow decay of "management by default" where every individual decision looks defensible but the aggregate pattern is systematic value extraction. Unlike Calhoun's Universe 25 rats, PETRONAS has agency. The 0.48 YELLOW stress index is a surgical instrument — it tells you exactly where to restore friction. The WEALTH engine is being upgraded to a Quantum Tripwire architecture: real-time state-probability probes that auto-freeze discretionary payouts when extraction exceeds 65% of PAT and auto-enforce independent quorum when governance capacity drops below 0.50. Hope is for the hopeless. The federation deploys deterministic tripwires, not passive optimism.

Limits & what this page does NOT do
This page does not recommend policy, evaluate named officials, predict elections, or allocate fiscal resources. It reports sovereign distance-to-break only. Every metric carries its epistemic tag. The composite pulse is INTERPRET because institutions & demographics sub-scores are built on inference anchors. Sealed tripwire anchors remain unchanged across proxy moves and what-if simulations.
