What this document is
This is the human-readable rendering of the F1–F13 constitutional floor table. The
canonical, machine-readable contract is /floors.json. Every page
and surface in the Federation renders floors from this single source of truth. Amendments
require the F13 procedure: draft → sovereign review → SEAL → single commit →
every page changes simultaneously.
