This Charter declares the arifOS Federation — a system of seven public surfaces and six internal organs operating under one sovereign identity, bound by a constitutional table of thirteen floors (F1–F13). It is the canonical institution-side landing of arif-fazil.com.
Counterparties, regulators, partners, and human sovereigns may rely on this document as the public declaration of governance scope, instruments, and limits. It is enforced in code, signed in VAULT999, and auditable at /audit.
Muhammad Arif bin Fazil is the human sovereign. Authority chain:

The human sovereign's word is final. No model, no agent, no floor may override F13. Reversible by definition. The cost of veto is zero; the cost of overriding the sovereign is infinite.
